Around half the MPs in Westminster will be forced to pay back expenses or explain their claims tomorrow, as Sir Thomas Legg writes to members of parliament on the first day of the new term.

The boss of the official investigation into the scandal will also inform other MPs that they have been cleared of any wrongdoing. But around 325 MPs will face further action.

Sources in Whitehall have suggested Gordon Brown may be among the MPs to have to pay back money.

There will also be an email with a point-by-point analysis of MPs’ use of the Additional Costs Allowance.

The ‘Legg letters’ form a separate initiative to the report being drawn up by Sir George Young, which is expected to be published before the end of the year.
